By the 17 February decision of the ARM Government “Humanitarian De-Mining and Expert Center” State Non-Commercial Organization (SNCO) was created. In fact, this decision changes the legal status of the Humanitarian De-Mining Center, established in 2002. Becoming an SNCO, the de-mining center can realize more flexible activities and get involved in different international programs. In order to effectively realize the tasks mentioned in the charter, “Humanitarian De-Mining and Expert Center”, which has a status of juridical person and is a legal subject, will be able to hold negotiations on its behalf, with international organizations doing humanitarian de-mining activities and with different funds. It can sign cooperation and other treaties with them, and receive professional consultations, as well as material assistance from the abovementioned organizations and funds.
