Statement of the international strategic policy forum “The integration of national and regional peacekeeping capacities into the global system of peace operations based on the principles and
2 July, 2014 00:00The peacekeeping operations conducted by international organizations play an important role in ensuring stability and security in various regions of the world. This role becomes more important due to changes observed at different levels and the emergence of new centers of instability.
Consequently, there is a need to further develop the peacekeeping capacities of states and international organizations for improving their performance in an increasingly complex environment, as well as for strengthening cooperation in peacekeeping. An important focus of this cooperation is the development of coordinated or compatible doctrinal approaches and standards of peacekeeping operations, which will increase the synergy of interaction of states and organizations cooperating in the resolution of conflicts and crises.
The International Strategic Policy Forum stresses the importance of the UN Security Council open debate on UN peacekeeping on June 11, 2014 where new trends on peacekeeping were discussed. The forum believes that the process launched by the UN SC will be more effective if it includes all stakeholders and expresses its readiness to be involved at expert level, to help elaborate the peacekeeping review requested by the UN Secretary General, especially on how to build the partnership between the CSTO, other international and regional organizations and the UN within the context of the UN Charter.
The International Strategic Policy Forum stresses the importance of institution building with the establishment of stable structures of the state and non-governmental organizations in the final stages of peacekeeping operations and the role of the dialogue as the only productive way of overcoming differences and conflicts among states and within states based on the principles of the UN. That is why the establishment and maintenance of strong democratic institutions capable of ensuring the rule of law and protection of human rights is one of the most important tools for peacekeeping. Forum attaches particular importance to the peaceful resolution of conflicts in compliance with the norms of international law, without an attempt to give preference to any of them. The Forum is confident that the Collective Security Treaty Organization can become one of the effective organizations conducting peacekeeping operations and contribute to the conflict and crisis resolution, and the development of peaceful cooperation among peoples in the Eurasian space under the UN Charter.
