The facility is equipped with fifteen computers and other essential devices and provides service members and special civil servants of the Armenian Armed Forces an opportunity to improve their English language skills. It will also be used for online test administering and advanced distributed learning. The opening ceremony was attended by Davit Tonoyan, First Deputy Defense Minister, Rear Admiral Montgomery, Deputy Director of Plans, Policy and Strategy, United States European Command and representatives of the US embassy in Armenia. The American side emphasized the importance of such centers in the scope of the Armenian-American cooperation and the necessity to increase their number. Previously similar facilities were opened at the Military Aviation Institute after Marshal A. Khanperyants and Military Institute after V. Sargsyan.
