MoD Human Rights and Integrity Building Centre

The aim of the Centre of Human Rights and Ethics of the RA Ministry of Defence is to ensure the strengthening of human rights and ethics (including anti-corruption activities) in the system of the RA Ministry of Defence.

THE TASKS OF THE CENTRE ARE:

• coordinating the process of strengthening human rights and ethics in different subdivisions of the RA Ministry of Defence and the General Staff of the Armed Forces,
• monitoring the fulfilment of obligations in the field of strengthening human rights and ethics,
• development of proposals for new management methods based on the value systems of strengthening human rights and ethics,
• work towards accountability and transparency of the armed forces in order to strengthen the army-society connection through the "hotline" of the Ministry of Defence, as well as the examination of applications and complaints addressed to the Ministry of Defence.

THE POWERS OF THE CENTRE ARE:

• ensuring the activities of the Ministry of Defence "Hotline" and conducting analyses,
• initiation, organization, implementation, monitoring and evaluation of programs related to the strengthening of human rights and welfare within the framework of the needs of the RA Ministry of Defence, as well as cooperation with international partners,
• implementing comprehensive studies (research) on the state of strengthening human rights and ethics in the field of defence of the Republic of Armenia (including by subdivisions) and developing proposals on them,
• organizing visits to subdivisions for the purpose of operational evaluation of the state of strengthening of human rights and ethics in the field of defence or studying specific target problems,
• providing consultations and/or scientific-practical-methodical instructions to subdivisions on strengthening human rights and ethics in the field of defence of the Republic of Armenia, if necessary, developing appropriate action plans and monitoring their implementation,
• examining normative-legal acts related to the field of defence of the Republic of Armenia from the point of view of strengthening human rights and ethics,
• organizing joint conferences, discussions, courses and other events with international partners, scientific-educational institutions and NGOs,
• providing assistance in the issues of systematic revision and reform of conceptual documents, training programs, normative-legal acts related to the defence sector of the Republic of Armenia.
