Prioritizing the importance of the maintenance and development of scientific, industrial, trade and financial connections, and guided by the provisions of the intergovernmental agreement on aid in the establishment and development of industrial, commercial, financial, credit, insurance and other mixed transnational unions signed in the CIS format on April 15th, 1994, the Republic of Armenia has signed an agreement for "participation in the agreement signed on February 11th, 2000 for the establishment of the "Defense Systems" interstate financial-industrial group by the Republic of Belarus and the Russian Federation".

Separate additions and changes concerning the participation of the Republic of Armenia in the document were made through the February 11th, 2000 agreement.

The main aim of the signed documents is to facilitate the creation and production of high-tech and competitive military, dual and civilian use products on the international markets through the interstate financial-industrial group. Yet another goal is the optimal use of the participant countries', including Armenia's, scientific, industrial, repair, and investment potential for the repair and modernization of existing units. This will in turn increase the defense potential of the Republic of Armenia.

The documents also provide legal bases and conditions for the Republic of Armenia, to participate in the integration of industrial, scientific and investment potential, and a high level of cooperative connections between the industrial complexes of participant states.
