On October 13, a consultation meeting was held in the administrative complex of the RA Ministry of Defence, presided by RA Defence Minister Seyran Ohanyan, dedicated to the provision of logistic resources, planning and programming the procurement process, as well as discussions on the strengthening of discipline in the Armed Forces. The command staffs were also involved in the consultation through telecommunication and video conferences.

The meeting was attended by the Chief of General Staff of the Armenian Armed Forces, Colonel General Yuri Khachaturov, the deputies of the Chief of General Staff, the heads of departments and individual divisions, other high-ranking officers and civil servants. Within the framework of cooperation between the armed forces of the two Armenian Republics, the Army Chief of Staff also participated to the meeting via telecommunication. Launching the session and presenting the outstanding issues within the agenda, Defence Minister Seyran Ohanyan noted that, despite the large-scale of work conducted by the Armed Forces and the Ministry of Defence in the improvement of the procurement process and the reduction of corruption risks, the inconsistent performance and failure to perform duties in a timely manner of several military officers leads to the emergence of a number of problems. In consequence, those perpetrators appear in front of law enforcement agencies and face severe punishment. After considering the demonstrated negligence of several soldiers and directing a rule against similar occurrences, Seyan Ohanyan said that it is necessary to find ways of handling the situation through collaborative efforts. Therefore, the Minister of Defence expressed hope, that the studies, guidelines and recommendations presented during the conference will define further improvements in the activities and the procurement process carried out by soldiers and civil servants.
