Issues related to the moral and psychological support of the personnel, the strengthening of military discipline, the organization of combat duty were discussed. The existing gaps, the necessary steps aimed at filling them were presented, the forthcoming actions were defined. Instructions were given to pay special attention to the works aimed at strengthening the military discipline and ensuring the social guarantees of the servicemen.
