Acting Defence Minister Davit Tonoyan met on 4 December with British Ambassador to Armenia Judith Margaret Farnworth and the head of Council of Europe Office in Yerevan, Natalia Vutova.

The parties discussed the "Strengthening of Application of Human Rights in Line with  European Standards in Armed Forces" project sponsored by the United Kingdom and implemented by the Council of Europe. Minister Tonoyan praised the project’s performance and conveyed hope that the cooperation would continue in the future too. He noted that it is necessary to focus on the improvement of educational programmes and methodology of human rights training in the armed forces, and based on the "uniformed citizen" concept, take steps to raise servicemen’s awareness on political rights. They spoke about the importance of providing expert assistance to the MOD Centre for Human Rights and Good Conduct, including assistance in raising assessment capabilities with regard to social impact of the defense sector legislative initiatives.

They also discussed the ECHR ruling in the Muradyan v Armenia case. As a human rights issue, Minister Tonoyan presented the details of the current situation in the issue of Armenian citizen Karen Ghazaryan, who crossed the Armenian-Azerbaijani border in June 2018.
